On Windows/ARM64 CreateFileW is no longer able to create directories using the flags FILE_FLAG_BACKUP_SEMANTICS | FILE_FLAG_POSIX_SEMANTICS. Bill Zissimopoulos	7f73192f8d	sys: FspVolumeCreate ... If we have an fsvrt device, mount it via opening the volume.
