dotnet: ModifySecurityDescriptorEx 
Deprecate ModifySecurityDecriptor and introduce
ModifySecurityDescriptorEx. Works around the problem
of clobbering an existing security descriptor when the
native API FspSetSecurityDescriptor fails.

security descriptors that can then be used for access control
during FastIoQueryOpen.
